Charles H. Steen, J.D., Ph.D. was born at Wright Paterson Air Force Base, Ohio, and grew up in Belgium, France, Switzerland, and Virginia. He served a three-year assignment as an infantry sergeant, including a tour in Panama. After the military Dr. Steen worked for defense contractors while attending college.

Before joining the army, Dr. Steen attended Villa St. Jean International School, Fribourg, Switzerland. He received his Bachelor of Science in Economics, with distinction, from George Mason University in 1986; and then his Master of Arts in Economics in 1988, Juris Doctor in 1991, and Doctor of Philosophy in Economics in 1993, all from the University of Virginia.

While in law school, Dr. Steen was the Articles Development Editor on the Journal of Law and Politics. During graduate school Dr. Steen was an Instructor in the University of Virginia Department of Economics and a Claude R. Lambe Fellow in the George Mason University Institute for Humane Studies.

After law and graduate school, Dr. Steen practiced complex commercial litigation with Bickel & Brewer for six years, and then for one year with Pezzulli & Loewinsohn, LLP.  During academic year 1996-97, Dr. Steen was on leave to George Mason University School of Law where he taught courses on income tax litigation and advanced legal writing.  Dr. Steen presently teaches Principles of Microeconomics at Southern Methodist University and Law and Economics at The University of Texas at Arlington. He is a member of the State Bar of Texas, and the American Bar Association, and represents clients in Texas state and federal courts, as well as in other jurisdictions, from trial through final appeal.
